A single retail or restaurant fit-out in a Dubai mall typically needs sign-off from several separate bodies, not just the mall landlord. Depending on the unit and mall, that can include the mall's own landlord NOC, Dubai Development Authority (DDA) or Dubai Municipality depending on jurisdiction, DEWA for electrical and water connections, Hassantuk for fire alarm system compliance, and Dubai Civil Defence (DCD) for fire and life safety sign-off.
Each one reviews a different part of the drawing package, and each has to approve before the next stage can proceed — which is exactly why timelines slip when submissions are incomplete or incorrectly formatted the first time.

Why dual MEP and
ARCH approval matters.
Most fit-out contractors hold approval in only one category with a given mall — either architectural (ARCH) or mechanical, electrical and plumbing (MEP), not both. That means a project often needs two separate contractors, or one contractor working under someone else's MEP approval, adding a layer of coordination and delay.

What actually
causes delays.
In our experience, the great majority of approval delays come down to the same handful of causes: drawings submitted in the wrong format for that specific mall or authority, missing structural engineer sign-off on load-bearing changes, electrical load calculations that do not match the actual equipment schedule, or a fire strategy that was not coordinated with the shopfront design before submission.
